EU said to revise the 2035 combustion engine ban

The European car industry awaits an announcement from the EU Commission, hoping for a revision of the 2035 combustion engine ban to allow for plug-in hybrids and CO2-neutral fuels.

Why not allow hybrids and PHEV's to bridge the gap? I know they're not as popular in the EU as they are in the US, but a lot of hybrids are pulling 40 - 50+ MPG and able to turn their engines off in busy traffic to reduce pollutants. A full combustion ban seems pretty heavy-handed and will impact lower income people the most as the cost of used combustion cars increases.

Seems they're just hoping for better/cheaper battery tech to come around in the next few years which isn't guaranteed.
