A new market analysis reveals that annual sales of pure electric vehicles have officially surpassed traditional petrol cars in the United Kingdom for the first time in history.

These confusing stats are lifted straight from an equally confusing source reference.

So "EV" here include hybrids. While for most of us EV means pure battery. The sales of pure battery aren't mentioned but a graph on the source indicates it is considerably less than hybrids.
